In November 2009, NSUH greeted a delegation from the Northeast Normal University of Changchung (NENU). Among the delegates were officials from the NENU Department for International Cooperation and Exchanges, Wang Baiyuan, Tian Linzhu and Sun Desheng, who were accompanied by the Deputy Dean of the NENU School of Foreign Languages, Liu Yubao.

During their three day visit, delegates were able to visit the NSUH faculties to observe the study process and communicate with students. A large part of the visit was devoted to negotiations between NENU delegates and NSUH officials. As a result of these talks, a two-way treaty on further cooperation was agreed upon.

On the final day of their visit, the delegates met with NSUH teachers, staff and students. In the course of this meeting, the delegation summarised the outcomes of their visit and outlined areas of future cooperation between NENU and NSUH.

The delegation gave a presentation about NENU and expressed hope in further cooperation with NSUH, which Liu Yubao regarded as "showing an outstanding level of activity in its educational and non-educational life".

The NENU representatives formally introduced a project for a Russian-Chinese summer school, which will take place in 2010. Around fifty NSUH students will be offered the chance to visit China, where they will be able to study Chinese culture and history and to immerse themselves in the Chinese educational process.
