Government of Russia established quota for education of foreign citizens and persons without Russian citizenship in order to attract more international students to Russian educational institutions and create favourable conditions for the students. Allocation of quotas to foreign countries is carried out annually by the Ministry of International Affairs, Federal Agency for CIS Affairs and Ministry of Education and Science of the Russian Federation.
NB: Quota is a state funded placement in an educational institution available to a foreign citizen or a person without Russian citizenship. Annual quota for international students is 15.000 places.
More than 500 Russian HEIs subordinate to different government structures compete annually for quotas to accept foreign citizens or persons without Russian citizenship. Nizhnevartovsk State University for the first time was allocated quotas to accept students from China and Iraq for the basic professional studies in 2017-2018 academic year.
