Starting January 1, 2023, foreign citizens studying full-time at state universities or research organizations in undergraduate, specialist, master's, residency, or doctoral programs may receive a temporary residence permit for educational purposes. This is regulated by Article 6.2 of the Federal Law "On the Legal Status of Foreign Citizens in the Russian Federation."
A temporary residence permit for educational purposes (TRP) can be obtained by submitting an application. The application must be submitted in person by the foreign citizen. Students must contact the International Cooperation Office at NVSU (56 Lenin Street, Office 207) and provide the following documents:
- A valid original identity document valid for at least three months from the date of application;
- A notarized translation of the passport;
- A migration card;
- Notification of migration registration (registration);
- Two personal photographs measuring 35 mm x 45 mm;
- Medical documents (original) confirming the foreign citizen's medical examination;
- Documents confirming the applicant's absence of criminal record if they arrived in the Russian Federation under a visa-requiring procedure (original document issued no earlier than 3 months prior to the application date).
Upon transfer to part-time study or early termination of studies at a university, the temporary residence permit is cancelled. After cancellation of the temporary residence permit, if grounds exist, the foreign citizen has the right to reapply for a temporary residence permit without the deadline stipulated in Article 6, Clause 6 of the Federal Law (no earlier than one year from the date of rejection of their previous temporary residence permit application or the cancellation of their previously issued temporary residence permit). Benefits of obtaining a temporary residence permit for study purposes:
- The right to social support, including free medical care in state medical institutions;
- The opportunity to obtain a temporary residence permit (TRP) through a simplified procedure for three years after completing studies;
- A multiple-entry visa for the duration of the TRP, if the foreign citizen arrived from a visa-required country;
- A foreign citizen who has received a TRP can stay in the Russian Federation for the entire duration of their studies, and after completing their studies, they can apply for a residence permit for an additional six months without leaving the Russian Federation
