Federal Law No. 114-FZ of August 15, 1996, "On the Procedure for Leaving the Russian Federation and Entering the Russian Federation" requires every foreign citizen to obtain medical insurance for the entire duration of their stay in the Russian Federation—a voluntary medical insurance policy (minimum insured amount: 100,000 rubles). Every international student entering the Russian Federation is required to purchase a voluntary medical insurance plan for the entire duration of their stay in Russia before moving into NVSU Residence Hall or before the start of the academic year (for those living in rented accommodation).

The absence of a valid medical insurance policy for a foreign citizen (or stateless person) in the Russian Federation constitutes an administrative offense under Part 1 of Article 18.8 of the Code of Administrative Offenses of the Russian Federation—violation of entry regulations into the Russian Federation—and is punishable by an administrative fine of 2,000 to 5,000 rubles.
