According to amendments to the Federal Law "On the Legal Status of Foreign Citizens in the Russian Federation," effective December 29, 2021, foreigners arriving in the Russian Federation must undergo a medical examination, fingerprinting, and photography. International students have 90 days to complete this procedure. You can view Order No. 1139 of the Russian Ministry of Internal Affairs by following this link.
The following categories of students are exempt from these new procedures:
- Citizens of the Republic of Belarus
- Family members of officials of international organizations, as well as employees of diplomatic and consular missions in Russia
International students can undergo a medical examination at the authorized medical facility.
Fingerprint registration and photographing are available free of charge at the Migration Department of the Ministry of Internal Affairs of Russia for the Khanty-Mansi Autonomous Area – Yugra. To schedule a fingerprint registration, please contact NVSU International Office. Please note that an appointment is only possible when a medical examination certificate is ready.
According to the official clarification of the Ministry of Internal Affairs of the Russian Federation, failure to comply with mandatory state fingerprint registration, photographing, and/or medical examination for such foreign citizens will result in a reduction of their temporary stay in the Russian Federation.
