Sergey Ivanovich Gorlov was born on 23 January 1972 in Omsk. Between 1987 and 1989, he completed his training at the School of Physics and Mathematics at Novosibirsk State University before entering the Faculty of Mathematics at Omsk State University. Following his graduation, Sergey Ivanovich undertook post-graduate studies while working at the Research Institute of Information Technologies and Applied Mathematics. He came to Nizhnevartovsk in 1996. Entering as a Senior Lecturer at Nizhnevartovsk State University of Humanities, Sergey Ivanovich rose through the ranks to become the Pro-Rector for Research Policy. He was elected Rector of the university on 12 November 2007. In 2002, Sergey Ivanovich Gorlov defended his doctoral dissertation on the subject of "Theoretical issues in the mechanics of a continuous medium and modelling of wave effects". In 2007, he received his Professorship. Sergey Ivanovich Gorlov was included on a list of five hundred representatives of science and education who were given career reserve status under the patronage of President of the Russian Federation, Dmitriy Medvedev. In 2009, he gained membership of the Russian Academy of Natural Sciences. Sergey Ivanovich suggests two prospective lines of development for Nizhnevartovsk State University: the certification of the Quality Management System (QMS) at the university, and the introduction of new specialities in the spheres of economics, management and technical engineering. Sergey Ivanovich is married with two sons. |

Born 11 October 1947, Anatoly Karpovich began working in the Khanty-Mansiysky Autonomous District in 1988. He was the first to organise an institute for higher education in Nizhnevartovsk, founded as a branch of the Tobolsk State Pedagogical Institute named after Dmitriy I. Mendeleyev. Anatoly Karpovich was the first Head of the Nizhnevartovsk branch of Tobolsk State Pedagogical Institute, later becoming the university’s first Rector. As Rector, he is credited with developing and maintaining a positive working environment at the university, and with fostering a teaching staff of talented and creative individuals, equipped for the challenges of modernisation within higher professional education. In 2007, Anatoly Karpovich was elected the President of Nizhnevartovsk State University of Humanities. Anatoly Karpovich Karpov holds Chairmanship of the Rectors Council in the Khanty-Mansiysky Autonomous District, Yugra. He is also Deputy Chairman of the Rectors Council in the Ural Federal District and is a member of the Russian Rectors Union. |
